孔德健先生（香港工勘地基工程有限公司總工程師）分享了他在以下方面的豐富經驗：香港施工核心挑戰，中國工法硬核破局，實例 — 挑戰•技術•造價•成果，最後由盧嘉燕主持與講者孔德健先生和參與者的討論環節，以討論和分享見解。

本次持續專業發展研討會內容豐富、意義非凡，演講者和參與者之間進行了充分的交流和互動。

BSD-QSD Joint CPD: From Project Management to Dispute Resolution: Integrating Planning, Contract Administration, Claims Handling and Dispute Resolution

On 8 June 2026, Sr Carmen LAI, BSD Chairman, and Sr Eric TING, QSD Chairman, shared valuable insights on how project teams can effectively manage construction projects from inception through to the final resolution of disputes. The session highlighted that successful project delivery relies on both robust project management and effective dispute management. This joint event was co-organised by the QSD and BSD to strengthen collaboration between the two divisions.

CPD Sub-committee Chairpersons of BSD and QSD, Sr Gigi MOK and Sr Betty LO, presented souvenirs to the speakers on behalf of the divisions as a token of appreciation for their insightful sharing with our members. Special thanks also go to Sr Peter DY, Honorary Treasurer of BSD, for serving as host for the evening.

QSD PQSL Specialization Series 2026 (4) - Harnessing AI and Digital Technology for Risk Management and Cost Optimization (6 May 2026)

The PQSL event delved into the transformative role of advanced technology in modern quantity surveying practice. We were honored to have Sr Alvis Wong who is a Director of Rider Levett Bucknall's (RLB) North Asia region, overseeing the business in Hong Kong and a Council Member of QSD. Over the years, she has successfully delivered numerous iconic projects with commendable outcomes under her leadership. In 2024, Alvis was honored with the Young QS Award by QSD, recognizing her outstanding contributions to the field. Following this success, she was named the winner of the prestigious PAQS-Iwata Foundation Essay Competition 2025, becoming the first-ever recipient from the HKIS to receive this distinguished honor.

During the session, Alvis shared invaluable insights on incorporating digital innovation into standard project workflows. She began by addressing current industry challenges, specifically focusing on risk and cost management in the modern construction landscape. The discussion then transitioned into the practical applications of AI in smart construction, followed by a detailed exploration of how AI intersects with sustainability and Environmental, Social and Governance (ESG) criteria.

To conclude, Alvis highlighted the pivotal role of AI in enhancing collaboration and decision-making across project teams.

After the talk, a souvenir was delivered to Alvis as a token of appreciation for sharing her exceptional expertise and industry insights.

QSD PQSL Estimating Series 2026 (2) - Pre-Contract Estimating (5 June 2026)

The PQSL event focused on one of the core competencies in the APC, specifically relating to Estimation. We were privileged to have Sr Jonathan Ng [MHKIS, MRICS, R.P.S. (QS), NECReg, LLM (Arb&DR), BSc (Surveying)] as our guest speaker. Jonathan is currently a Senior Team Leader in the Cost Planning Team at Arcadis Hong Kong Limited. He possesses diverse estimating experience across a wide range of project types. In addition to his expertise in cost planning, he has served as the project surveyor for multiple developments, providing comprehensive quantity surveying consultancy services to clients.

During the event, Jonathan covered the essential principles of estimating and cost planning. He first discussed common QS estimating techniques, which included explaining the three core principles of cost planning, managing cost planning in various stages from feasibility studies to scheme and detailed designs and conducting a practical walkthrough of a sample cost plan. He then focused on APC preparation by providing strategic tips on successful cost planning and delivering an in-depth analysis of APC past papers. Throughout the session, Jonathan went into details with reference to APC past papers how to prepare an effective cost plan, including how to properly make use of cost data, various ratio and functional elements.

After the talk, a souvenir was delivered by our Council Member cm Training Sub-Committee Chairman, Sr Jim Chark to Jonathan as a token of appreciation for sharing his valuable insights with our candidates.

CPD: From Concept to Reality: Practical Applications of AI and BIM Automation in Construction (29 May 2026)

She has an educational background in Mechanical Engineering and Computer Science. Previously, she worked at Autodesk as a technical expert in AI, BIM, and ISO 19650. She is now focusing on AI and robotics development for the construction industry.

Mr David Fung
Founder and General Manager, DOC AI Solution Limited
He has extensive experience in Digital Twins and AI projects. His portfolio includes engagement in Digital Twin platform of major HK construction projects, AI Document Classification / Manipulation in aviation sector.

Carol and David shared with the participants the latest BIM and AI solutions, CPMAI workflow for AI projects, technical demos, and insights on AI and Robotics, followed by a Q&A session.

Sr Sunny Choi and Sr Dr Paul Ho, Past Chairmen of the HKIS QSD presented certificates of appreciation to Ms Carol P**n and Mr David Fung.

北京市建设工程招标投标和造价管理协会(京标价协)与学会工料测量组在北京举行交流会议。京标价协与会人员包括付丽娜副会长兼秘书长、唐腾骅副会长、于敏副秘书长、吴少山副会长、副会长单位代表王芳女士、理事叶双飞先生、专家委员会副主任刘谦先生、秘书处综合办公室主任闫冬女士和秘书处行业管理部部长肖霞女士。

中价协与工料测量组北京交流会议

学会工料测量组代表团与中国建设工程造价管理协会（中价协）在北京举行交流会议。中价协与会人员包括理事长田国民先生、副理事长谭华女士、秘书长薛秀丽女士、副秘书长李成楝先生、副书记周杰先生、总工程师舒宇先生及高级工程师匡林女士。

代表团成员包括工料测量组主席丁远进测量师、学会前会长张达棠测量师、工料测量组前主席蔡盛霖测量师、广州议会主席李国永测量师、工料测量组义务司库黄淑茹和理事庄学正测量师。

双方在会议中交流了建筑市场及行业的概况，谈及继续推动行业发展、会员信用管理、项目全生命周期价值管理等事项，亦讨论了由中国主办的「太平洋工料测量师协会年会」（PAQS Congress 2027）及2028年由中国香港主办的「太平洋工料测量师协会暨国际造价工程委员会联合会议」（PAQS & ICEC Congress 2028）。双方表示将就会议筹备事宜相互提供支援，以确保活动顺利举行。

本次交流会议加深了中价协与学会工料测量组之间的联系，双方继续合作推动区域及国际层面的专业交流，为行业高质量发展作出积极贡献。

Professional Ties between SISV and HKIS

On 15 May, HKIS welcomed delegates from the Singapore Institute of Surveyors and Valuers (SISV) to Hong Kong for a series of focused discussions and an office tour.

The SISV delegation comprised Sr Natalie Yong, 1st Vice President (QS); Sr Stanley Chang, Hon Sec (QS); Sr Vincent Leong, Assistant Hon Sec (QS); Ms Emmeline Chen, Administrative Manager; Ms Nellie Liu, Senior Administrative Executive; and Mr Wong Han Jie, Senior Administrative Executive.

Representing HKIS were Sr Raymond Kam, Senior Vice-President; Sr Eric Ting, Chairman, Quantity Surveying Division; Sr Mandy Ng, Vice-Chairman, Quantity Surveying Division; Ms Margaret Yung, General Manager; Mr Chun Law, Assistant General Manager; Ms Judy Shiu, Senior Manager – Education and Professional Development; and Ms Kiny Hung, Senior Manager – Membership and Appointment.

The visit covered secretariat governance, process management, digitalisation, and recent quantity surveying development in both places, followed by photo-taking and an office tour.

QSD PQSL Procurement Series 2026 - How to Read Between the Lines and Secure the Project – Analysis of Tenders (14 May 2026)

We were honored to have two distinguished guest speakers: Sr Amelia Fok, a Past Chairperson of the HKIS Quantity Surveying Division and the current Chairperson of the Association of Consultant Quantity Surveyors, and Sr Otto Li, a Senior Manager at Beria Consultants Limited. Both speakers brought with professional expertise and a wealth of practical knowledge in cost management and quantity surveying.

The talk provided participants with a comprehensive overview of the tender evaluation process, covering key stages from receipt and examination to interviews, post-tender queries and final reporting. Core principles such as confidentiality, fairness, professional judgment and best practice were emphasized throughout. Attendees gained valuable insights into identifying irregularities, verifying pricing documents and ensuring transparency in tender reports. The session was enriched with case studies and practical examples, making the content highly relevant for professionals navigating complex procurement processes.

We extend our heartfelt appreciation to Sr Amelia Fok and Sr Otto Li for their contributions and dedication in sharing their expertise. As a token of gratitude, certificates have been sent to both speakers following the event as appreciation. 職稱評價宣講會評價申請展開

2026年5月12日，學會舉行了粵港澳大灣區港澳工程專業人才職稱評價宣講會。

宣講會由會長溫偉明測量師致歡迎辭，並由粵港澳大灣區港澳工程專業人才高級職稱評審委員會辦公室主任劉桂雄教授主講，解釋宣講職稱評價的重要意義、申報評審條件、申報流程及審核要求等。其後，學會高級副會長甘家輝測量師和工料測量組副主席吳雯茵測量師分享去年參與職稱評價的經驗和心得，活動以答問環節結束。

「職稱」是內地獨有的專業資格評價制度，是評定專業人士技術水平及其資歷等級的重要標誌。發展局於前年（2023年）與廣東省人力資源和社會保障廳（廣東省人社廳）展開溝通和合作，成功制訂適用於香港工程專業人才的內地職稱評審機制，讓香港建造業專業人士的專業水平、資歷和能力獲得國家評級和認可。

學會與廣東省工程師學會亦於 2024 年 12 月 23 日簽署了職稱評價框架協議，以工料測量專業先行，去年已有50名工料測量組會員成功申請相關職稱。
