It is owned by the National Irrigation Administration (NIA) and managed by the Upper Pampanga River Integrated Irrigation Systems (UPRIIS), which is a government-owned and controlled corporation (GOCC).

The NIA Pantabangan Lake Resort Hotel (NPLRH), nestled in the shadows of Sierra Madre and Caraballo mountains is the gateway to a calming milieu of lush greens and tranquil waters of the Pantabangan Reservoir.
