LOOK AT THE GREEN.
The GREEN labeled areas represent golf, recreation, trails, open space, natural buffers, lakefront preservation, and wooded areas that are "FAMILY-FRIENDLY, for all ages" and continue to define most of the property.
The much larger destination resort plan includes only ONE small gaming component, shown in RED on the map, as "ADULT only", by design.
Most people hear the words "casino project" and picture buildings, parking lots, and development covering an entire property. That is not what this concept shows.
Most of the property remains dedicated to golf, recreation, trails, open space, natural features, and more than 3,000 feet of lake frontage.
In fact, much of the property today consists of cultivated farm fields that turn brown after harvest. The concept shown on the map introduces substantial year-round green space while preserving wetlands, woodlands, natural buffers, and lakefront areas.
Whether you support gaming or not, what remains green matters.

The Walters Lake location aligns perfectly with the State of Indiana's goal to create a major non-gaming tourism draw. By focusing heavily on the resort experience, we are establishing a true destination that appeals to families, vacationers, and regional travelers.

💰 Keeping Dollars Local
The resort acts as an anchor to pull regional tourism dollars directly into Steuben County. We are fully committed to partnering with local vendors, featuring regional products, and cross-promoting the county’s existing attractions, lakes, and shops to ensure the economic ripple effect benefits everyone.

💼 Workforce & Career Development
We recognize the existing labor shortage is a valid concern for local business owners. Rather than pulling from the current talent pool, our focus is on attracting new residents to the region, creating robust career-training programs, and offering competitive wages and benefits that raise the standard for area workers.

🏡 Proactive Housing & Infrastructure
Growth requires proactive planning. Steuben County is already moving in the right direction with projects like the prospective single-family housing development on the prior Country Meadows acreage and Eastland Crossing on State Road 827. NEVER THIS… not HERE… but THIS! No bright sky, gleaming, flashing tower here … NO SIR! Not in our lake country. Not in the quiet heart of Steuben County.
NO HIGH RISE, roadside slot parlor dropped into the place we call home. That’s not who we are, and it’s not what fits our land. We all agree on that.
And you know WHAT ELSE? Nobody I know says, “Let’s vacation in the CITY,” either. Nobody plans a getaway around traffic, noise, or running errands. People don’t pack a bag to go sit in congestion or wander through a city looking for something to do.

THE CASINO YOU CAN NOT SEE OR HEAR.
It’s NOT a roadside casino. This clip shows the actual noise level on the local road and I‑80/90, where most area homes are 2–5 times closer to the interstate than to the proposed Freedom Bay entrance.
Over 3,000 FEET BACK from the ROAD and 600 FEET from the LAKE, the regulated social gaming venue is recessed into the terrain, buffered on all sides, and surrounded by mature trees 40–60 feet tall. It is indeed the casino you can NOT SEE or HEAR — the hidden casino at Freedom Bay.
Freedom Bay’s 3,400 feet of shoreline is protected by law, more so than the cleared lakefronts were at Pokagon State Park on Lake James or the Steuben County Park on Crooked Lake.
FEATURING what other destinations do not, like: lakeside hotel and balcony views, family‑friendly golf, unique dining, an indoor water park, arcade, lakeside atrium, sauna and spa, nature trails through preserved woodlands, indoor entertainment, the signature sky‑watch tower, and side‑wheeler ferry rides.
EXPECTED to support 800 to 1,200 YEAR-ROUND jobs and careers, helping local residents earn wages that reflect the value of their work in a modern, diversified resort environment.
