The CESCI Balkans was established in 2015 in Novi Sad for the sake of supporting cross-border cooperation in the Balkans and to facilitate Serbia's EU accession process and integration. CESCI focuses in its initiatives on the concept of border and aims to create multidimensional relations between people living on each side of the border, and to help removing the barriers hindering cooperation betw

een them. Not only in order to make the everyday life of people easier, but also in order to contribute into bringing a mutual understanding and rapprochement among the people living in Central Europe and in the Balkans.

💧 Coordination gap in managing the Strymonas River

Local authorities in Greece and Bulgaria face difficulties in coordinating the management of the Strymonas River, especially when it comes to prevention, monitoring and early response. Due to a lack of operational procedures, cooperation remains fragmented, leaving downstream municipalities without structured channels to engage with their upstream counterparts on the other side of the border.

Addressing this obstacle would strengthen structured cross border cooperation by enabling local authorities to replace ad hoc interactions with clearer, predictable, and repeatable administrative practices.

🔍 The border obstacle, submitted by the Municipality of Iraklia, is now being analysed by CESCI Balkans to identify ways to strengthen cross-border cooperation for shared water management at the local level.

Uspešno je održana završna konferencija projekta posvećenog unapređenju pravnog okvira za članstvo Republike Srbije u Evropskim grupacijama za teritorijalnu saradnju (EGTC).

Konferencija je okupila predstavnike državnih institucija, lokalnih samouprava, međunarodnih organizacija i stručnjake iz oblasti prekogranične saradnje, koji su razmenili iskustva i diskutovali o mogućnostima za unapređenje institucionalnog i pravnog okvira u Srbiji.

Poseban značaj događaju dalo je zvanično potpisivanje Izjave o namerama, kao potvrda zajedničke posvećenosti jačanju evropske teritorijalne saradnje.

Hvala svim partnerima, govornicima i učesnicima na doprinosu uspešnoj realizaciji konferencije.

The final conference of the project dedicated to improving Serbia’s legal framework for participation in European Groupings of Territorial Cooperation (EGTCs) was successfully held.

The event brought together representatives of national institutions, local governments, international organizations and experts in cross-border cooperation to exchange experiences and discuss opportunities for strengthening the institutional and legal framework in Serbia.

A key highlight of the conference was the official signing of the Letter of Intent, reaffirming the partners’ shared commitment to advancing European territorial cooperation.

We would like to thank all partners, speakers and participants for their valuable contributions to the success of the conference.

Sikeresen lezajlott a Szerbia Európai Területi Társulásokban (EGTC) való részvételének jogi keretrendszerét fejlesztő projekt zárókonferenciája.

A rendezvényen állami intézmények, önkormányzatok, nemzetközi szervezetek és a határon átnyúló együttműködés szakértői vettek részt, hogy megosszák tapasztalataikat, valamint megvitassák a szerbiai intézményi és jogi keret továbbfejlesztésének lehetőségeit.

The third national workshop of the *FUNDA Project* successfully concluded in Subotica, marking the completion of the project's national participatory workshop series.

The event brought together representatives of local government, public institutions, business support organisations and regional development stakeholders to review the results of the participatory planning process, validate the proposed coordination model and formulate the final recommendations for the development of Functional Urban Areas (FUAs).

We were honoured by the participation of *Zagorka Panić*, City Manager of the City of Subotica, *Saša Graovac*, Director of the Free Zone Subotica, *Biljana Štavljanin Vuković*, Director of the Regional Chamber of Commerce Subotica, together with numerous representatives of the City of Subotica and other relevant institutions.

The workshop provided an excellent platform for constructive dialogue, knowledge exchange and institutional cooperation. Through active discussions, participants confirmed the importance of integrated territorial planning, cross-sectoral coordination and evidence-based decision-making as key elements for strengthening Functional Urban Areas within the Danube Region.

The successful completion of the national workshop series represents an important milestone for the FUNDA Project. The jointly developed recommendations and validated coordination model will now be incorporated into the project's final outputs, contributing to more effective governance, stronger institutional cooperation and sustainable urban development.

CESCI Balkans extends its sincere appreciation to all participants, partner institutions and experts whose commitment and professional contributions ensured the success of this workshop series.

Treća nacionalna radionica *FUNDA projekta* uspešno je održana u Subotici, čime je zvanično završen ciklus nacionalnih participativnih radionica realizovan u okviru projekta.

Radionica je okupila predstavnike lokalne samouprave, javnih institucija, organizacija za podršku privredi i drugih relevantnih aktera regionalnog razvoja sa ciljem predstavljanja rezultata participativnog procesa planiranja, validacije predloženog modela koordinacije i usaglašavanja završnih preporuka za razvoj funkcionalnih urbanih područja (Functional Urban Areas – FUA).

Posebnu čast predstavljalo je prisustvo *Zagorke Panić*, menadžerke Grada Subotice, *Saše Graovca*, direktora Slobodne zone Subotica, *Biljane Štavljanin Vuković*, direktorke Regionalne privredne komore Subotica, kao i brojnih predstavnika Grada Subotice i drugih institucija koje aktivno doprinose unapređenju teritorijalnog razvoja.

Tokom radionice vođena je sadržajna i konstruktivna stručna diskusija koja je još jednom potvrdila značaj participativnog pristupa, međuinstitucionalne saradnje i koordinisanog planiranja kao ključnih pretpostavki za održivi razvoj funkcionalnih urbanih područja. Učesnici su zajednički razmotrili rezultate dosadašnjih aktivnosti, potvrdili predloženi model koordinacije i usaglasili završne preporuke koje će biti ugrađene u završne rezultate projekta.

Uspešnim završetkom nacionalnog ciklusa radionica ostvaren je značajan doprinos realizaciji ciljeva FUNDA projekta, uz stvaranje kvalitetne osnove za dalju primenu razvijenog modela koordinacije i jačanje institucionalne saradnje u Dunavskom regionu.

CESCI Balkans izražava iskrenu zahvalnost svim učesnicima, partnerskim institucijama i stručnjacima na aktivnom učešću, profesionalnom doprinosu i posvećenosti tokom celokupnog procesa participativnog planiranja.

🇬🇷 CESCI Balkans at the Joint Meeting of Greek EGTCs in Athens

Today, CESCI Balkans participates in the joint meeting of the Boards of Directors of the European Groupings of Territorial Cooperation (EGTCs) established in Greece, held in Athens. The event brought together representatives of EGTCs, the European Commission, the European Parliament Office in Greece, the Ministry of Interior, INTERREG, the Association of European Border Regions (AEBR), and local and regional authorities to discuss the future of territorial cooperation in South-Eastern Europe.

We would like to express our sincere appreciation to EGTC HELICAS for the excellent organization of this important event and for their continued commitment to strengthening territorial cooperation in Greece and across South-Eastern Europe.

🇦🇹 CESCI Balkans at the 3rd Steering Committee and Project Partner Meeting of the InnoWATCCH Project in Vienna!

Over the past two days (23-24 June 2026), project partners gathered in Vienna to review the progress achieved during the first year of the InnoWATCCH project and coordinate the next implementation steps. The meeting combined technical discussions, project management sessions, and a field visit to the Austrian pilot area.

During the meeting, CESCI Balkans presented the methodology for the analysis of the legal and institutional background for Managed Aquifer Recharge (MAR), developed within Activity A3.2. The methodology will serve as a harmonised framework for the preparation of national legal and institutional assessments in Austria, Bosnia and Herzegovina, Bulgaria, Romania, and Serbia, ensuring a comparable approach across the project area.

We are proud to contribute to strengthening transnational cooperation and supporting innovative water retention solutions for a more climate-resilient Danube Region.

🇦🇹 CESCI Balkans na 3. sastanku Upravnog odbora i partnera projekta InnoWATCCH u Beču!

Tokom prethodna dva dana partneri projekta okupili su se u Beču kako bi razmotrili napredak ostvaren tokom prve godine implementacije projekta InnoWATCCH i usaglasili naredne korake u njegovoj realizaciji. Sastanak je obuhvatio tehničke diskusije, projektni menadžment, kao i studijsku posetu austrijskom pilot području.

Tokom sastanka, CESCI Balkans je predstavio metodologiju za analizu pravnog i institucionalnog okvira za Managed Aquifer Recharge – MAR, razvijenu u okviru Aktivnosti A3.2. Ova metodologija predstavljaće usaglašeni okvir za izradu nacionalnih analiza u Austriji, Bosni i Hercegovini, Bugarskoj, Rumuniji i Srbiji, obezbeđujući uporediv i harmonizovan pristup na nivou čitavog projektnog područja.

🌍 U toku je 3. transnacionalni partnerski sastanak projekta DANUBE-ADAPT 🌍

Danas i sutra (7–8. maj 2026) u Budimpešti održava se 3. transnacionalni partnerski sastanak projekta DANUBE-ADAPT, uz učešće partnera iz celog Podunavskog regiona.

Sastanak je fokusiran na razmenu znanja, jačanje saradnje i unapređenje projektnih aktivnosti. Tokom programa, učesnici razmatraju teme vezane za klimatske podatke, procenu ranjivosti, kao i planiranje narednih koraka u okviru projekta.

Događaj predstavlja važnu priliku za usklađivanje aktivnosti i dalji razvoj zajedničkih rešenja u oblasti klimatske otpornosti i održivog razvoja.

🌍 Folyamatban van a DANUBE-ADAPT projekt 3. transznacionális partnertalálkozója 🌍

Május 7–8-án Budapesten kerül megrendezésre a DANUBE-ADAPT projekt 3. partnertalálkozója, a Duna régió partnerszervezeteinek részvételével.

A találkozó célja a szakmai tapasztalatcsere, az együttműködés erősítése és a projekt előrehaladásának támogatása. A program során kiemelt szerepet kapnak a klimatikus adatokkal, a sérülékenység-értékeléssel, valamint a projekt következő lépéseinek tervezésével kapcsolatos témák.

A rendezvény fontos lehetőséget biztosít a közös gondolkodásra és a klímaalkalmazkodást támogató, fenntartható megoldások továbbfejlesztésére a Duna régióban.

✨ Prošle nedelje održan prvi regionalni seminar zainteresovanih strana u okviru projekta EUFEAST ✨

U okviru Interreg Europe projekta „Festivalski putevi ka održivoj budućnosti (EUFEAST)“, predstavnici različitih institucija, organizacija i festivalskih manifestacija okupili su se na prvom regionalnom seminaru zainteresovanih strana kako bi razmenili iskustva i razgovarali o ulozi festivala u regionalnom razvoju i održivoj budućnosti zajednica.

Tokom seminara predstavljeni su rezultati mapiranja festivalske scene u Vojvodini, analizirani su ključni izazovi i potencijali, a kroz otvoreni dijalog učesnici su zajednički validirali nalaze i definisali moguće pravce daljeg razvoja.

Poseban fokus bio je usmeren na održivo upravljanje festivalima, finansijsku i ekološku održivost, jačanje saradnje, internacionalizaciju i primenu inovativnih pristupa u organizaciji manifestacija.

Seminar je poslužio kao važna platforma za povezivanje relevantnih aktera i usaglašavanje narednih koraka u cilju unapređenja kvaliteta festivala i njihovog doprinosa održivom razvoju regiona.

Projekat EUFEAST realizuje Fond za evropske poslove i razvoj AP Vojvodine uz podršku programa Interreg Europe.

✨ Last week, the first regional stakeholder seminar was held within the EUFEAST project ✨

As part of the Interreg Europe project “Festival Pathways to a Sustainable Future (EUFEAST)”, representatives of various institutions, organizations, and festival initiatives gathered at the first regional stakeholder seminar to exchange experiences and discuss the role of festivals in regional development and the sustainable future of local communities.

During the seminar, the results of the mapping of the festival scene in Vojvodina were presented, key challenges and potentials were analyzed, and through open dialogue participants jointly validated the findings and identified possible directions for further development.

Special attention was given to sustainable festival management, financial and environmental sustainability, strengthening cooperation, internationalization, and the implementation of innovative approaches in event organization.

The seminar served as an important platform for connecting relevant stakeholders and aligning future steps aimed at improving the quality of festivals and their contribution to the sustainable development of the region.

The EUFEAST project is implemented by the Fund for European Affairs and Development of AP Vojvodina with the support of the Interreg Europe programme.
