Have Your Say on the 182 Threshold Consultation

20 DAYS TO GO & TWO IN PERSON MEETINGS

The Welsh Government's review of the 182-day threshold has been years in the making, and we now have a genuine opportunity to secure change.

The PASC UK Cymru guidance notes are now final. There is a version for you as an Owner or Operator, and there is a version for connected businesses - your cleaning teams, maintenance whiz's, the supplier of your hampers, the laundry, local cafes, pubs, restaurants etc, to make responding as easy as possible. There can be found HERE on the website.

The 182-day threshold is simply too high - it takes no account of seasonality, location, weather or changing visitor demand. Businesses can be trading professionally, investing locally and supporting jobs, yet still fail an arbitrary occupancy test.

The guidance has been prepared by our Policy Group and reflects dozens of meetings prior to the consultation announcement and since clarifying some of the trickier details with MSs and Officials from across the Senedd. It is designed to help people make strong, evidence-based responses, using their own experience.

📣 Numbers really matter 📣

We saw that again with the Visitor Levy discussions in North Wales last week. When large numbers of businesses engage, respond and make their concerns visible, decision-makers have much stronger evidence of the scale of feeling across the visitor economy.

We have fought for the review. Now we need the strongest possible response from across the whole tourism ecosystem.

Please share the attached guidance and encourage everyone affected to respond.

Free in person meeting for Owners, Operators, Agencies and Property Managers across Wales

📍Tuesday 13th October - 0930-1230: Wolfscastle Country Hotel & Spa - SA62 5LZ

📍Wednesday 14th October - 0930-1230: Plas Menai National Outdoor Centre - LL55 1UE

The important bit - there will be tea, coffee & cake! 🍰 ☕️

When we meet, there will be just a week and a half left to respond to the Welsh Government's 182-day consultation, now is the time for our sector to come together. PASC UK is holding a free in-person meeting, and anyone involved in self-catering and short-term accommodation across Wales is welcome.

This is a chance to meet other operators in the same boat, compare experiences and get the latest information on the issues affecting your business.

We will also bring you up to speed on the other major changes coming down the track in Wales and provide helpful insight, including:

- 182-day consultation - what we are hearing and how to make your response count.
- Registration - the latest position and what operators need to know.
- Visitor Levy - where things stand and what comes next.
- Local booking data - localised booking data so that you can see how your calendars and rates compare.
- Capital Allowances - make sure you have identified and claimed the allowances linked to your property before the January 2027 deadline, and how your 25/26 tax return will look a little different.

There will also be time to ask questions, talk directly with the PASC UK team and meet fellow owners and operators.

The WRA will be on hand at both meetings, and Visit Pembrokeshire will join us at Wolfscastle and North Wales Tourism will join us at Plas Menai.

The event is completely FREE to attend and is open to Members and Non-Members.

A huge thank you to SuperControl Online Booking System and Zeal for supporting the event and enabling us to offer tickets free of charge. Their support means we can open the doors to as many Welsh self-catering businesses as possible, whether you are a PASC UK member or not.

If you own or operate a self-catering property, run an agency, manage properties or work directly within the Welsh short-term accommodation sector, please join us.

Come and meet others facing the same pressures, get the latest information and make sure your voice is heard while there is still time to respond.

Everyone needs to be made aware of the vindictive legacy the Labour Govt. has left for the Welsh Self Catering sector.

As of posting, I haven't watched it ... yet ... but I wanted to share this asap.

Wales' 182-day rule is pushing self-catering owners to the brink – ...

"The council, which has to give 12 months' notice before imposing such a levy, had been aiming for October 2027."

In other words, the Council appears to have been aiming to impose the Tourist Tax presumably despite the results from the consultation.

Yet another example of them just doing what they want irrespective of the residents and the consequences!!!

The visitor levy would charge a nightly rate for people staying overnight in visitor accommodation.

📢 Councillors vote on 24th September. Your voice still matters.

The consultation is closed, but the decision has not yet been made.

Gwynedd councillors will vote on whether to introduce the Visitor Levy on 24th September.

A levy in principle may not necessarily be wrong. But a levy in its current form — with no clear spending plan, no proper Gwynedd-specific analysis, children charged, VAT added, businesses expected to collect it, and serious risks to visitor numbers — is not the answer.

Gwynedd needs a proper plan first.

Fix the plan.
Prove the need.
Show where the money goes.
Then discuss the fairest way to fund it.

Please write to your local councillors before 24th September.

📢 Bydd cynghorwyr yn pleidleisio ar 24 Medi. Mae eich llais yn dal i fod yn bwysig.

Mae’r ymgynghoriad wedi cau, ond nid yw’r penderfyniad wedi’i wneud eto.

Bydd cynghorwyr Gwynedd yn pleidleisio ar a ddylid cyflwyno Ardoll Ymwelwyr ar 24 Medi.

Efallai nad yw ardoll mewn egwyddor yn anghywir o reidrwydd. Ond nid yw ardoll yn ei ffurf bresennol — heb gynllun gwario clir, heb ddadansoddiad penodol i Wynedd, gyda phlant yn cael eu codi tâl, TAW yn cael ei ychwanegu, busnesau’n cael eu disgwyl i’w chasglu, a risgiau difrifol i nifer yr ymwelwyr — yn ateb.

Mae angen cynllun priodol ar Wynedd yn gyntaf.

Trwsiwch y cynllun.
Profwch yr angen.
Dangoswch ble mae’r a***n yn mynd.
Yna trafodwch y ffordd decaf o’i a***nnu.

Ysgrifennwch at eich cynghorwyr lleol cyn 24 Medi.

Os hoffech dempled llythyr i’w ddefnyddio neu ei addasu, anfonwch e-bost at:

📧 [email protected]

Diolch i bawb sydd wedi cefnogi, rhannu, gwneud sylwadau, ymateb a helpu i gadw’r sgwrs hon yn mynd.

🏕️ Even people living in Wales would be asked to pay.

This levy is not just a charge on overseas tourists. It could also affect people from across Wales visiting their own communities.

A family from Caernarfon taking a camping trip to Pen Llŷn? They would still be expected to pay.

People raised in Gwynedd who had to move away, then come back to visit family and friends? They could be asked to pay too.

That raises a fair question: should people with local roots, local family and local connections really be charged to come home and stay in Gwynedd?

❤️ Gwynedd is not just a destination. For many, it is home.
--------------------------------------------------------------------------
🏕️ Bydd hyd yn oed pobl sy’n byw yng Nghymru yn cael eu gofyn i dalu.

Nid tâl ar dwristiaid tramor yn unig yw’r ardoll hon. Gallai hefyd effeithio ar bobl o bob rhan o Gymru sy’n ymweld â’u cymunedau eu hunain.

Teulu o Gaernarfon yn mynd ar drip gwersylla i Ben Llŷn? Byddent yn dal i gael eu disgwyl i dalu.

Pobl a gafodd eu magu yng Ngwynedd ond a orfodwyd i symud i ffwrdd, ac sydd wedyn yn dod yn ôl i ymweld â theulu a ffrindiau? Gallent hwythau gael eu gofyn i dalu hefyd.

Mae hynny’n codi cwestiwn teg: a ddylai pobl â gwreiddiau lleol, teulu lleol a chysylltiadau lleol gael eu codi i ddod adref ac aros yng Ngwynedd?

❤️ Nid cyrchfan yn unig yw Gwynedd. I lawer, cartref ydyw.
🗣️ Dweud eich dweud.🗣️ Have your say.

🏕️ Will the Visitor Levy encourage more wild camping?

Eryri National Park has reopened most of its car parks for overnight access while it reviews parking and camping issues.

That raises an important question: if people stay overnight in those car parks, how will they be charged the levy?

The answer appears to be: they won’t. During a call with the Welsh Revenue Authority, it was made clear that overnight car parks would not be affected by the levy.

So if caravans, motorhomes and tents on official sites are charged the levy, could this push more people away from regulated campsites and towards roadside parking, overnight car parks or informal wild camping?

This is already a growing issue in some areas, with pressure on roads, communities, waste facilities and the countryside.

Gwynedd needs policies that solve problems — not ones that risk making existing problems worse.

Before introducing any new charge, we need clear answers, proper planning and a proper understanding of the unintended consequences.

🗣️ Have your say.
❤️ Help keep Gwynedd welcoming, affordable and responsible.

--------------------------------------------------------------------------

🏕️ A fydd yr Ardoll Ymwelwyr yn annog mwy o wersylla gwyllt?

Mae Parc Cenedlaethol Eryri wedi ailagor y rhan fwyaf o’i feysydd parcio ar gyfer mynediad dros nos tra ei fod yn adolygu materion parcio a gwersylla.

Mae hynny’n codi cwestiwn pwysig: os yw pobl yn aros dros nos yn y meysydd parcio hynny, sut fyddant yn cael eu codi am yr ardoll?

Ymddengys mai’r ateb yw: ni fyddant. Yn ystod galwad gyda’r Awdurdod Refeniw Cymru, eglurwyd na fyddai meysydd parcio dros nos yn cael eu heffeithio gan yr ardoll.

Felly, os yw carafanau, cartrefi modur a phebyll ar safleoedd swyddogol yn cael eu cynnwys yn yr ardoll, a allai hyn wthio mwy o bobl i ffwrdd o safleoedd gwersylla rheoledig ac at barcio ar ochr y ffordd, meysydd parcio dros nos neu wersylla gwyllt anffurfiol?

Mae hyn eisoes yn broblem gynyddol mewn rhai ardaloedd, gyda phwysau ar ffyrdd, cymunedau, cyfleusterau gwastraff a’r cefn gwlad.

Mae angen polisïau ar Wynedd sy’n datrys problemau — nid rhai sy’n peryglu gwaethygu problemau presennol.

Cyn cyflwyno unrhyw dâl newydd, mae angen atebion clir, cynllunio priodol a dealltwriaeth briodol o’r canlyniadau anfwriadol.

🗣️ Dweud eich dweud.
❤️ Helpwch i gadw Gwynedd yn groesawgar, yn fforddiadwy ac yn gyfrifol.

The Tourist Tax (aka Visitor Levy) Consultations are closing soon – please ensure you have your say!

Please complete the consultations for Conwy, Anglesey and Gwynedd even if you are not based in any of these Local Authority areas. They are requesting responses from Visitors and businesses.

Why is this so important?

Many other local authorities (LA's) across Wales are waiting to see these results before they decide whether to consult. Together these three LAs represent a very high proportion of self-catering businesses in Wales, so their decision will have a significant impact on whether the Levy is implemented beyond Cardiff.

Your response could directly influence whether these Councils decide to adopt yet another tax.

And it is only overnight guests who are paying - day visitors will not.

As day visitors outnumber those staying overnight by around 8 to 1, the net effect will be that overnight visitors, who contribute far more economic value, are being used to subsidise day visitors. As unfair as this is, the paradoxical effect of a visitor levy is that it will result in more day visitors relative to ones staying overnight as the overnight visitor numbers will decline.

In essence, everyone will be charged £1.30 per person per night, which will also be subject to VAT and apparently also including babies and toddlers! So, for a family of 4 staying a week, that'll be an additional £43.70 which either the accommodation provider can pay, pr pass on the cost to guests.
