A significant step toward infrastructure revitalization and long-term institutional growth was achieved on February 4, 2026, as BPSU and the Power Sector Assets and Liabilities Management (PSALM) Corporation convened for the formalization of a usufruct agreement concerning the BPSUโBagac Campus. The coordination meeting was held at the PSALM Hotel, Conference and Training Center, building upon the initial strategic discussions conducted on October 8, 2025.
The engagement culminated in a mutual approval between both institutions, with PSALM Corporation, represented by Division Manager Mrs. Marelyn A. Aquino, granting BPSU the right to utilize the property through a 25-year lease arrangement under a usufruct framework.
Most notably, the agreement opens the pathway for national government funding to be directed toward the rehabilitation of the BPSU-Bagac Campus main building and its surrounding facilities. This development positions the campus for structural improvement, enhanced learning environments, and broader service to its stakeholders in the years ahead.
Leading the University delegation was University President Dr. Ruby B. Santos-Matibag, joined by key members of the Executive Council: Vice President for Academic Affairs Dr. Jaime M. Forbes, Vice President for Finance Dr. Neil D. David, Vice President for Administration Prof. Cristina G. Rivera, and OIC-Director for Legal Affairs Office Atty. Joannalyn M. Libo-on. Furthermore, the successful coordination was made possible with the valuable assistance of the Bagac Local Government Unit, led by Municipal Mayor Hon. Ron Michael Alexis R. Del Rosario, alongside the Provincial Engineerโs Office (PEO) of Bataan.
PSALM Corporation, the Philippine governmentโs privatization arm, carries the twin mandates of privatizing power assets and liquidating financial obligations of the National Power Corporation, as provided under the Electric Power Industry Reform Act (EPIRA) or Republic Act No. 9136. Through this partnership, PSALM plays a vital role not only in national fiscal management but also in enabling public institutions such as BPSU to maximize government resources for educational advancement.
Under Philippine law, a usufruct agreementโgoverned by Articles 562โ602 of the Civil Codeโgrants a party the right to use and enjoy anotherโs property for a defined period without transferring ownership or altering the propertyโs substance. This legal framework ensures that BPSU may fully utilize the land while maintaining its integrity, a balance that supports both stewardship and progress.
This milestone agreement stands as a monument to strategic governance, inter-agency cooperation, and BPSUโs steadfast pursuit of sustainable campus development, ensuring that the Bagac Campus continues to grow as a pillar of opportunity and public service in the province of Bataan.
