Two suspects have been arrested in connection with a murder/shooting incident in Ho Chi Minh City.

Vaa Vaa (wearing a black shirt, born in 1999; Samoan nationality, the direct perpetrator of the crime) and Tafia Steve (born in 2003; Samoan nationality, accomplice) are involved in the murder that occurred in Ho Chi Minh City on the night of May 21, 2026.

At the scene, it was noted that the victim Lemalu Lorenzo Tovia (born December 19, 2001; Australian nationality) was shot twice and died on the spot; the victim Sauni Sam (born March 5, 1999; Australian nationality) was shot once and seriously injured (currently receiving intensive treatment)

At the Police Investigation Agency, the two suspects initially confessed to all their criminal acts; they committed the crime under the direction of an individual abroad.

Accordingly, on May 14, 2026, the two suspects entered Ho Chi Minh City via Tan Son Nhat International Airport; they studied the daily routines of the two victims.

On the evening of May 21, 2026, they murdered the two victims with three gunshots after the victims and their friends had just finished a party at a restaurant.

Based on the evidence collected, the Ho Chi Minh City Police Investigation Agency issued an emergency detention order against the two Samoan suspects, Vaa Vaa and Tafia Steve, to continue the investigation into the crime of murder.

Simultaneously, an emergency detention order was issued to clarify and strictly handle Nguyen Trong Nghia (24 years old; permanent residence: Hamlet 5, My Quy Commune, Tay Ninh Province; working as a passenger transport service provider on the Ho Chi Minh City - Tay Ninh Province route) and 7 other Vietnamese individuals involved for failing to report the crime and assisting the two perpetrators in their escape.

Currently, the City Police are continuing to investigate and expand the case; strictly and thoroughly handling all related individuals.

Vietnam rolls out joint temporary residence platform for locals and expats

Vietnam's Ministry of Public Security has launched a unified software platform to streamline temporary residence declarations for foreigners and lodging notifications for all Vietnamese citizens.
Colonel Pham Hoang Diep, deputy director of the ministry's Immigration Department, said at a conference in Hanoi on Tuesday the rollout of the shared platform marks an important step toward a more synchronized and modern approach to residence and foreigner management.
The system is expected to facilitate accommodation providers and residents in fulfilling declaration obligations, while improving data connectivity, sharing and utilization for State management of security and public order, in line with efforts to accelerate the application of science, technology and digital transformation within the public security force.
Under the new system, accommodation establishments will no longer need to use multiple platforms as before. Instead, they can use a single unified software platform to declare temporary residence for foreigners and notify lodging information for Vietnamese citizens. The system will automatically classify and transfer data to relevant units for management and use in accordance with their responsibilities.

Colonel Diep said the software has been piloted in several localities and has initially delivered positive results, largely meeting operational requirements and facilitating use by grassroots police forces and accommodation providers.
For foreigner temporary residence declarations, the software has been integrated into pilot procedures for foreigner management in the police departments of Ho Chi Minh City and Quang Ninh and Thanh Hoa provinces. Some stages of the workflow have been built on the platform's data-processing capabilities.
The nationwide rollout of the shared system is therefore expected to serve as an important foundation for local police units to proactively prepare for the official implementation of the foreigner management process in Vietnam once approved by the ministry's leadership from June 15, 2026.
In the coming period, police units and local authorities are expected to continue studying the guidance materials, proactively discuss difficulties and propose solutions to ensure the software is uniformly deployed from May 21 and operates smoothly and effectively ahead of July 1 as scheduled. The government has issued a decree requiring inbound, outbound and transit travelers to submit health declarations in accordance with regulations.
Decree No. 165 details the implementation of a number of provisions of the Law on Disease Prevention, including regulations on health quarantine for people entering, leaving and transiting through Vietnam.
The Minister of Health will determine those subject to the rule and the duration of health declaration requirements at border gates for each infectious disease, based on the global disease situation and the risk of transmission into Vietnam at specific points in time.
Health declarations may be submitted electronically or in paper form, following the template provided in Appendix V of the decree.
Travelers may also be required to provide proof of vaccination or evidence of preventive measures upon request from the Ministry of Health.
Health declaration forms will be available in both Vietnamese and English. Depending on the global disease situation, additional languages may also be used at border gates.
Health declarations must be completed within seven days prior to entry, exit or transit through Vietnamese border gates.
Regarding health monitoring and inspection, quarantine officers will conduct direct and indirect observation and monitor body temperature using medical surveillance equipment to detect suspected infectious disease cases among inbound, outbound and transit travelers.

If suspected cases are identified, quarantine officers will carry out on-site inspections, including document checks and epidemiological interviews to gather information on travel history, preventive measures taken and symptoms of infectious diseases.
