Official Site Handover

1. Proceedings and Attendance
The handover meeting was chaired by the Speaker of Council, Mr S.S. Mthimunye. Councillors in attendance included the Acting Executive Mayor, Cllr J. Mabila; MMC N. Nkosi; and the Ward 6 Councillor/Chief Whip, Cllr C. Mmola.
Cllr C. Mmola delivered the official welcome to residents and the contractor.
The Acting Executive Mayor, Cllr J. Mabila, then addressed the gathering and introduced Casnan Civils, in joint venture with Tebogo Rationals, as the appointed contractor.
It was noted that the street had been constructed previously by another contractor and deemed complete. However, due to years of flooding and heavy rains, the road suffered extensive soil erosion. This was attributed to the absence of a stormwater drainage system in the original design. The current contractor is therefore mandated to rectify these defects and complete the reconstruction works to the required standard.
The site was formally handed over to Casnan Civils to commence a 6-month construction period.
*2. Commitments by Leadership*
The Acting Executive Mayor, Cllr J. Mabila, outlined the municipality’s expectations:
1. Maximization of local job creation opportunities
2. Allocation of subcontracting opportunities to local enterprises
3. Proper construction of the road, including correction of the stormwater infrastructure omitted by the previous contractor
3. Matters Raised by the Community
Residents raised the following matters for consideration:
1. _Equitable benefit_: Clarity was requested on ward benefits. Residents asked that opportunities be distributed fairly among different beneficiaries, rather than being limited to the same individuals repeatedly.
2. _Labour rates_: A request was made to review and increase the rate for local labour.
3. _Local employment_: Residents requested that security personnel be recruited from within the local community.
4. _Interim stormwater management_: Residents requested interim measures to manage stormwater and allow water to flow, in order to prevent flooding during construction.
Cllr C. Mmola responded that due process would be followed in addressing all matters raised and thereafter it was time for sod turning by all councillors present as mentioned.
